The STI (State Training Institute) Supervisor/Trainee Instructor exam is conducted to select instructors for Industrial Training Institutes (ITIs) run by state governments. Successful candidates are appointed as Craft Instructors or Trade Instructors in government ITIs where they teach trade theory and practical skills to ITI trainees. This is a prestigious government teaching position with job security, good pay scales (Pay Level 4 or 5 in most states), and opportunities for career advancement. The selection process typically includes a written test, trade practical test, and interview. Some states also require CTI (Craftsmen Training Institute) certification.

CTI (Craftsmen Training Institute) is a training program at the Advanced Training Institutes (ATIs) that prepares ITI tradesmen to become instructors. It is a one-year full-time program where candidates get trained in pedagogy, training methods, and advanced trade skills. After CTI completion, candidates receive a Certificate in Training (CiT) which qualifies them to apply for ITI instructor posts. The STI exam, on the other hand, is the actual selection test for the instructor position. Many states require CTI certification as a prerequisite for applying to the instructor exam. CTI is offered at National Skill Training Institutes in Ludhiana, Mumbai, Hyderabad, Kolkata, and other cities.

ITI instructors' pay scales vary by state. At the central government ATIs, the pay scale follows the 7th Pay Commission with Pay Level 4 (Rs. 25,500–81,100) for Trade Instructor and Pay Level 6 (Rs. 35,400–1,12,400) for Senior Instructor/Junior Instructor Grade-I. State government ITI instructors get state pay scales which are generally slightly lower. Maharashtra, Gujarat, and Tamil Nadu offer competitive pay scales to attract qualified instructors. In addition to basic pay, instructors receive DA (Dearness Allowance), HRA, Transport Allowance, and other state-specific allowances. Total CTC for an ITI instructor in a central ATI can be Rs. 50,000–70,000 per month.

Teaching methodology covers fundamental pedagogy concepts including lesson planning, objective-based instruction, visual aids and training materials, demonstration methods for trade skills, student assessment and evaluation, safety in workshop teaching, and modern instructional techniques. Questions test knowledge of NCVT training guidelines, syllabus interpretation, and record-keeping requirements for ITI. Candidates should also know about CBT (Competency Based Training) which is the modern framework adopted by DGT for ITI training. Inclusive education practices for differently-abled trainees and remedial teaching methods are also covered.

States with large ITI networks and regular instructor recruitment include Uttar Pradesh, Maharashtra, Gujarat, Tamil Nadu, Rajasthan, Madhya Pradesh, Karnataka, and Andhra Pradesh. UP alone has over 2,500 government ITIs requiring hundreds of instructors. OSSSC in Odisha, PSSSB in Punjab, and TNPSC in Tamil Nadu regularly advertise instructor posts. The Union Territories of J&K and Chandigarh also have regular ITI instructor vacancies. Central ATIs (Advanced Training Institutes) under DGT-MSDE recruit instructors through a national selection process. Vacancies increase when new ITIs are established or when existing instructors retire.
