The Bureau of Energy Efficiency (BEE), established under the Energy Conservation Act 2001, provides a 3-level certification for energy professionals: Energy Manager, Certified Energy Auditor (CEA), and Accredited Energy Auditor (AEA). Under the Energy Conservation Act 2001 and its 2010 amendments, the Perform, Achieve and Trade (PAT) scheme mandates that Designated Consumers (DCs) in 13 energy-intensive industrial sectors — including thermal power, cement, steel, aluminium, textiles, fertilizers, and railways — must appoint BEE-certified Energy Managers and conduct periodic energy audits through BEE-accredited Energy Auditors.

BEE's energy professional certification has three levels: (1) Energy Manager (EM) — the first level, testing general energy management concepts, monitoring and targeting, and financial analysis of energy projects; (2) Certified Energy Auditor (CEA) — the second level requiring written papers on sector-specific energy systems plus a practical viva-voce; (3) Accredited Energy Auditor (AEA) — the highest level, mandatory for conducting statutory energy audits of large Designated Consumers under the Energy Conservation Act 2001. The Energy Auditor exam consists of Paper 1 (general concepts) and Paper 2 (sector-specific — candidates choose one from 4 major sectors).

Technical topics include thermodynamics (first and second laws, exergy analysis), heat transfer (conduction, convection, radiation — for industrial heat recovery), fluid mechanics (pump and fan systems, pipe flow), electrical systems (power factor correction, motor efficiency, VFDs), HVAC systems, lighting systems (LPD calculations, luminaire efficiency), boiler efficiency testing (flue gas analysis, heat loss calculations), compressed air systems, refrigeration and air conditioning, steam distribution systems, and renewable energy integration. The exam also tests BEE's Star Label program for appliances and equipment.

Designated Consumers (DCs) are large energy-consuming entities notified by BEE under the Energy Conservation Act 2001. Currently, 13 sectors are notified: thermal power stations, iron and steel, cement, fertilizers, chlor-alkali, aluminium, railways, petrochemicals, petroleum refineries, pulp and paper, textiles, commercial buildings (hotels, hospitals, airports over specified energy consumption), and other industries. DCs must meet specific Energy Consumption Norms and Standards (ECNS), file annual reports to state Designated Agencies, and undergo mandatory energy audits by BEE-accredited auditors. Non-compliance attracts penalties under the Act.

BEE's energy efficiency programs directly support India's Nationally Determined Contribution (NDC) under the Paris Agreement, which includes reducing emission intensity of GDP by 45% by 2030. The PAT (Perform, Achieve and Trade) scheme has successfully reduced GHG emissions by creating tradeable energy saving certificates (ESCerts) among industrial DCs. BEE also implements the National Mission for Enhanced Energy Efficiency (NMEEE) — one of the eight missions under India's National Action Plan on Climate Change (NAPCC). The Energy Conservation Building Code (ECBC) for commercial buildings further reduces energy demand and associated CO2 emissions, complementing the Environment Protection Act 1986 framework.
