Central Pollution Control Board Scientist-B Environment Exam

The CPCB Scientist-B exam covers Environmental Science including pollution monitoring, Environmental Chemistry, General Studies covering the Environment Protection Act 1986, Water (Prevention and Control of Pollution) Act 1974, Air (Prevention and Control of Pollution) Act 1981, and Logical Reasoning. Candidates should also study EIA Notification 2006 and CPCB's role in monitoring 17 critically polluted industrial clusters. The paper consists of 100 objective-type questions to be solved in 120 minutes with negative marking of 0.25 per wrong answer.

Candidates must hold an M.Sc. degree in Environmental Science, Chemistry, Life Sciences, or Botany/Zoology with at least 55% marks from a recognized university. Alternatively, a B.E. or B.Tech in Environmental Engineering with the same minimum percentage is also acceptable. The upper age limit is generally 30 years, with relaxations applicable for SC/ST/OBC and other reserved categories as per Government of India norms.

The Central Pollution Control Board (CPCB) is a statutory body under the Environment Protection Act 1986, responsible for promoting environmental health and preventing pollution across India. It issues Consent to Establish and Consent to Operate licenses to industries under the Water Act 1974 and Air Act 1981. CPCB monitors 17 critically polluted industrial clusters across the country and provides technical guidance to State Pollution Control Boards. There is negative marking of 0.25 marks for every incorrect answer. Shortlisted candidates are subsequently called for a personal interview before final selection. The entire recruitment process is managed by CPCB and may be notified through its official website or routed via UPSC/Staff Selection Commission depending on the vacancy.

The exam primarily tests knowledge of the Environment Protection Act 1986, which is the umbrella legislation for environmental protection in India. Candidates must also study the Water (Prevention and Control of Pollution) Act 1974, the Air (Prevention and Control of Pollution) Act 1981, the EIA Notification 2006 (which mandates Environmental Impact Assessment for 39 categories of projects), and the Hazardous Waste Management Rules. Familiarity with National Ambient Air Quality Standards (NAAQS), effluent standards, and CPCB's Annual Report data is strongly recommended.
