A Chargeman is a Group C civilian technical post in the Indian Navy, typically posted at Naval Dockyards (Mumbai, Visakhapatnam, Kochi), Naval Armament Inspectorates, or other naval technical establishments. Chargesmen supervise and direct groups of Skilled Tradesmen and Tradesman Mates working on the maintenance, repair, and overhaul of naval ships, submarines, aircraft, weapons, and other equipment. The position sits between Skilled Tradesman and the Inspector of Explosives / Technical Superintendent in the civilian technical hierarchy.

Candidates must hold a Diploma in Engineering from a government polytechnic in a relevant discipline such as Mechanical, Electrical, Electronics, Automobile, Marine Engineering, or related field; or an ITI certificate in a relevant trade plus a National Apprenticeship Certificate. Age limit is 18–27 years with standard relaxations for SC/ST (5 years), OBC (3 years), PWD (10 years), and ex-servicemen as per central government norms. The relevant discipline depends on the specific Chargeman post advertised.

The 100-question written test (90 minutes) covers Technical Knowledge specific to the trade/discipline (approximately 80 questions) and General Studies (approximately 20 questions covering basic GK, current affairs, English, and reasoning). The technical section tests the candidate's depth of knowledge in their engineering discipline — for a Mechanical Chargeman, this includes production engineering, workshop technology, materials, machine design, and fluid mechanics. The General Studies section is relatively straightforward for engineering graduates.

Candidates shortlisted on the written examination are called for a practical Trade Test conducted at the respective Naval establishment. The test evaluates hands-on technical competency specific to the advertised post. For example, an Electrical Chargeman candidate may be tested on wiring tasks, fault diagnosis, and electrical calculations. The trade test is qualifying in nature and performance is scored. Final selection and merit ranking consider both written test marks and trade test performance.

Navy Chargesmen are central government Group C employees in Pay Level 5 of the 7th Pay Commission matrix (approximately Rs 29,200–92,300 basic pay), with additional HRA, transport allowance, and CGHS medical benefits. The role offers significant job security and a defined promotion path to Senior Chargeman and then Inspector of Works/Technical Superintendent through departmental examinations. Chargesmen working at Naval Dockyards are entitled to Dockyard allowances. Post-retirement, NPS pension and CGHS benefits apply.
