THDC selects Junior Engineers through a written test (CBT) followed by a Personal Interview and medical examination. The written test has three sections: Technical Subject, General Knowledge & Current Affairs, and Reasoning & Numerical Ability. Candidates who secure marks above the cutoff in the written test are called for an interview. The final merit list is prepared based on the combined score of the written test and interview, and selected candidates are required to pass a medical fitness test.

THDC Junior Engineers are placed in the W1/S1 grade (depending on whether the post is workmen or supervisory category) with a starting basic pay of approximately Rs. 25,000–30,000 per month under the IDA pay scale. Total CTC including HRA, Field Allowance for project site postings, and other benefits is approximately Rs. 4–6 lakh per annum. Postings at the Tehri dam project site in Uttarakhand attract additional allowances. Pay revision is subject to THDC Board approval.

THDC Junior Engineers are required to execute a service bond for two years. The bond amount is specified at the time of appointment and is recoverable in case of early resignation. THDC's primary project site is the Tehri Hydroelectric Power Complex in Uttarakhand, and most JE postings are in or around Tehri and Rishikesh. THDC Junior Engineers can advance through the supervisory and executive cadre. Diploma JEs can apply for the Executive Trainee (ET) scheme by qualifying GATE after joining. Degree JEs, after gaining experience, can be promoted to Assistant Manager and then Manager level through departmental tests. THDC has been expanding into solar and wind energy projects beyond the Tehri hydro complex, which provides broader career prospects.
