BSNL JTO selection involves a written test (CBT) and a Personal Interview. The written test is divided into three sections: Telecom Technology & Networking, Electronics & Communication Engineering, and General Studies. Candidates clearing the written test cutoff are called for an interview, which tests domain knowledge, communication skills, and ability to understand government telecom service delivery requirements. Final selection is merit-based from the combined score of the written test and interview.

BSNL JTO posts are placed in the E1 Grade (IDA) with a starting basic pay of approximately Rs. 40,000 per month. The total CTC including allowances is approximately Rs. 7–9 lakh per annum. BSNL JTOs are also entitled to free telephone connection, mobile data benefits, and medical facilities under BSNL's employee welfare scheme. However, candidates should note that BSNL is a loss-making PSU, and some benefits have been revised or suspended in recent years due to financial constraints.

BSNL JTOs are required to execute a service bond of three years, which is longer than many other PSUs reflecting BSNL's significant investment in training new officers in telecom technology. The bond amount is approximately Rs. 1–2 lakh and is recoverable for early resignation. BSNL JTOs can be posted in any SSA (Secondary Switching Area) in India, and initial postings are often to rural or semi-urban exchanges for field experience before being transferred to urban circles.

The most important telecom topics for BSNL JTO include Switching & Signalling (ISDN, SS7, IN), Transmission Systems (SDH, DWDM, optical fibre), Mobile Communication (2G/3G/4G/5G standards, LTE), IP Networking (TCP/IP, routing protocols, VoIP), Access Networks (DSL, FTTH, WiMAX), Network Management, and Telecom Regulatory Framework (TRAI regulations, spectrum management). Questions also cover practical telecom operations such as fault diagnosis, network planning, and quality of service parameters.

BSNL JTOs progress through the executive cadre to Telecom Officer (TTO), Senior Telecom Officer (STO), Divisional Engineer (DE), Senior Divisional Engineer (SDE), and Superintendent Engineer (SE) levels. However, career growth in BSNL has been slower in recent years due to the company's financial challenges. The experience gained in BSNL's wide telecom network infrastructure is highly valued in the private telecom sector, and many former BSNL JTOs transition to private companies like Airtel, Jio, and Ericsson with competitive packages.
