Uttar Pradesh Gram Panchayat Adhikari (VDO) Exam

A UP Gram Panchayat Adhikari (GPA), also known as Village Development Officer (VDO), serves as the secretary and administrative head of the Gram Panchayat in Uttar Pradesh. They maintain panchayat records, accounts, resolutions, and registers of assets and scheme beneficiaries. GPAs coordinate implementation of MGNREGA, PM Awas Yojana, Swachh Bharat Mission, and state government rural development schemes. They assist Gram Pradhan in conducting Gram Sabha meetings, maintain Gram Panchayat property records including community land (gaon sabha land / Naamdari land), and prepare utilization certificates for government grants.

The exam tests the UP Panchayat Raj Act 1947 (powers, functions, election procedures for all three tiers), UP Kshettra Panchayat and Zila Panchayat Adhiniyam 1961, 73rd Constitutional Amendment provisions (11th Schedule, gram sabha powers), UP Gram Sabhas and Gram Panchayat Land Management Act (management of community land), and relevant central legislation including MGNREGA 2005 and PM AWAS Yojana guidelines. Questions also cover maintenance of prescribed panchayat registers, gram sabha resolutions format, and financial management procedures under State Finance Commission norms.

Gaon sabha bhumi (gram sabha land) includes all community-owned village land in Uttar Pradesh — ponds, grazing land, pathways, cremation grounds, and land not privately owned. The GPA maintains records of gaon sabha land in the Gram Sabhas and Gram Panchayat Land Management register, prevents illegal encroachments, assists in litigation against encroachers under the UP Zamindari Abolition Act, and prepares proposals for productive use of community land for panchayat revenue generation. Any lease or assignment of gaon sabha land requires gram sabha approval and district administration approval, both of which the GPA processes.

A UP Gram Panchayat Adhikari receives a basic pay in the pay scale of Rs. 5,200–20,200 with Grade Pay of Rs. 2,000 (or revised post-7th Pay Commission equivalent), with gross monthly salary of approximately Rs. 22,000–28,000 including DA and HRA. Rural service incentive and travel allowance for scheme supervision visits are additional benefits. The in-hand salary is approximately Rs. 19,000–25,000 per month. Promotion to Block Development Officer (BDO) and District Programme Officer levels is possible through competitive examinations conducted by UPPSC.

Candidates must have comprehensive knowledge of MGNREGA (job card issuance, work selection, wage payment, social audit process), PM Awas Yojana Gramin (eligibility, beneficiary selection through SECC, construction norms, installment payment), Swachh Bharat Mission Gramin (household toilet construction, ODF verification, solid and liquid waste management), National Rural Livelihood Mission (SHG formation, bank linkage, livelihood activities), and UP state schemes like Samajwadi Pension Yojana, UP Shishu Hitlabh Yojana, and One District One Product. Question papers regularly include application scenarios from these schemes.
