Marine Products Export Development Authority Development Officer

Marine Products Export Development Authority (MPEDA) is a statutory body under the Ministry of Commerce and Industry, Government of India, established under the Marine Products Export Development Authority Act 1972. MPEDA promotes the export of marine products from India, which generates approximately Rs. 60,000 crore in annual export revenue. It registers exporters, certifies processing facilities, conducts quality audits, facilitates WTO compliance (food safety standards, sanitary and phytosanitary measures), provides financial assistance to the fisheries sector, and resolves trade disputes with importing countries.

A MPEDA Development Officer works in field offices across coastal states to assist seafood exporters with quality certification, EIA (Export Inspection Agency) compliance, HACCP certification, and WTO trade documentation. Officers also conduct surveys of landing centres, ice plants, and processing establishments, coordinate with state fisheries departments on aquaculture area development, and help fishing communities access MPEDA schemes for infrastructure and working capital. International travel may be required for trade fair representations and bilateral negotiations.

WTO compliance for fisheries exports involves understanding the Agreement on Sanitary and Phytosanitary Measures (SPS Agreement), Agreement on Technical Barriers to Trade (TBT), CODEX Alimentarius food safety standards for fisheries products, EU hygiene regulations (EC 853/2004, EC 854/2004), USA FDA HACCP regulations (21 CFR Part 123), and antibiotic residue limits (MRL – Maximum Residue Limits) for seafood. Knowledge of EU Food Safety Authority (EFSA) alerts on Indian seafood and how MPEDA addresses them is particularly relevant given MPEDA's role in resolving market access issues.

India is the largest exporter of Vannamei shrimp globally. The top exported marine products by value include Frozen Shrimp (accounting for over 50% of total export value), Frozen Fish (ribbonfish, pomfret, tuna), Dried Items, Live & Chilled items, and Cephalopods (squid, cuttlefish, octopus). The USA, China, EU (especially Spain, France, Italy), Japan, and Southeast Asia are the leading destinations. Processed products with value addition like ready-to-eat seafood and breaded products are growing segments MPEDA actively promotes.

MPEDA Development Officers are in CDA pay scale equivalent to Central Government Group B officers, with a starting pay around Rs. 5–7 LPA including allowances. Career growth within MPEDA goes from Development Officer to Senior Development Officer, Assistant Director, Deputy Director, and Joint Director levels. Officers gain specialised knowledge in seafood quality, international trade, and fisheries development that is valued by private seafood export companies too, making MPEDA experience excellent for both government career progression and private sector transition.
